This indicates that Barr is looking into allegations that Republican lawmakers have been pursuing for more than a year - that the investigation into President Donald Trump and possible collusion with Russian Federation was tainted at the start by anti-Trump bias in the FBI and Justice Department.

Barr later said that although he did not have specific evidence of wrongdoing, "I do have questions about it".

He added that he is relying on his own discretion to make as much public as he can.

Democrats are demanding access to the entire, unredacted 400-page text, saying the evidence within could be damning to the president.

The investigation, which Trump has repeatedly called a witch hunt, ensnared 34 people and three companies, including some members of Trump's inner circle such as his former campaign chairman Paul Manafort and former national security adviser Michael Flynn. The letter said that Mueller did not find a criminal conspiracy between Russian Federation and Trump associates, and that Barr did not believe the evidence in the report was sufficient to prove the president had obstructed justice. Barr and Deputy Attorney General Rod Rosenstein concluded the evidence Mueller presented did not amount to an obstruction charge.

If the leaders of the House and Senate Judiciary Committees want to see more, the attorney general said he would play ball.

He said he would redact sections of the report that contained grand jury testimony, details to protect intelligence sources and methods, and information pertaining to ongoing or future investigations.

Jack Reed's (D-R.I.) question about whether he'd also call it a "witchhunt", Barr said, "I'm not going to characterize". Barr didn't answer, insisting he has said everything he planned to say about the report until it comes out.

The topic of the House appropriations subcommittee hearing is the Justice Department's budget, and Barr's prepared remarks sent to the committee on Monday focused on funding requests for immigration enforcement and to combat violent crime and opioid addiction, not mentioning Mueller's report at all.

Barr released the four-page letter summarising the report two days later and said he would release a redacted version of the full report by mid-April, "if not sooner".

"A headline today is that William Barr's personally reviewing the conduct of the Federal Bureau of Investigation in launching the Trump Russia collusion hoax".

"I suspect that they probably wanted more put out", Barr said. "I also think under appropriate safeguards, there is a way of people verifying these categories (of redactions) were not abused".

Democrats said they were concerned that Barr's letter portrayed the investigation's findings in an overly favorable way for Trump.

The spying discussion started when Barr was asked by Sen. And intelligence committee Chairman Adam Schiff of California said Barr's comments were sure to please Trump, but strike "another destructive blow to our democratic institutions". Democrats have escalated criticism over Barr's handling of the document and say they will not accept any redactions. He said that the letter may have been read to them, but they did not get a hard copy of it. Committee Democrats, however, used Barr's appearance to grill the attorney general on his four-page summary of special counsel Robert Mueller's report.
