In June 2018, with Sessions's job already known to be imperilled, Barr sent an unsolicited legal memo to the Justice Department and White House strongly criticising the Mueller investigation and its impingement on the president's prerogatives.

News reports, citing unnamed members of Mueller's staff, said Barr ignored the summaries Mueller's team prepared for public release, and instead issued his own on March 24, in which he peremptorily cleared the president of any wrongdoing.

"Given the extraordinary public interest in the matter, the Attorney General made a decision to release the report's bottom-line findings and his conclusions immediately - without attempting to summarize the report - with the understanding that the report itself would be released after the redaction process", the Justice Department statement said.

On Tuesday, members of Congress might get their first chance to press Barr in public about the Mueller report, when he appears before the House Appropriations Committee in a hearing nominally focused on the Justice Department Budget.

This marks the latest increase in Nadler's attacks on Barr, whom Nadler previous accused of not being a "fair broker".

Under the federal rules of criminal procedure, government officials are not allowed to share material from grand jury proceedings.

"Prosecutors generally take a broad view of what constitutes grand jury information in order to avoid inadvertently disclosing it, but here there's a strong counterbalancing interest in ensuring that everything that can come out does come out, " Bies said. In that letter, Barr, who consulted with deputy Attorney General Rod Rosenstein over the Mueller report's conclusions, declined to pursue charges against the president or his allies for "obstruction".
