Russia to disconnect from the internet as part of a planned test

The bill would require telecoms to be able to redirect all traffic through routing points controlled by the Russian state, giving it a brake on the flow of information to networks overseas.

Traffic leaving Russian Federation would be forced to go thorough registered exchange points and would be regulated by state communications regulator Roskomnadzor. Every major Russian ISP will redirect all network traffic to nodes that are controlled by the Russian government.

As part of the experiment, communications oversight agency Roskomnadzor would examine whether data transmitted between Russia's users can remain in the country without being rerouted to servers overseas, where it could be subjected to interception.

While some critics have said Russian Federation is considering creating a China-style firewall, it would be cheaper and easier to adapt the North Korean model of a nationwide intranet, he said.

Cost ranks high among the ISPs' concerns. "Moreover, the methods of its implementation have not yet been precisely defined".

Last week, Google reportedly agreed to receive lists of sites banned by Roskomnadzor every day and to block some of them.

Even that may not work: the draft law requires Roskomodzor to be kept informed of the entire scheme of every ISP's network and traffic routing in real time, something the operators argue is not possible. The president famously once called the internet a "CIA project".

Internet freedom activists say the Bill is another censorship bid following previous efforts in Russian Federation to control global social networking platforms and block the Telegram messenger service.

In an interview with Meduza, Internet freedom activist and "Roskomsvoboda" technical director Stanislav Shakirov argues that Russian Federation lacks the domestic investment infrastructure to develop its own tech startups the way China does. The Russian state is said to have been behind several large scale attacks on Western governments in recent years, using anonymous hacker groups such as APT 28, which is also known as Fancy Bear, as cover.
