Trump's Oval Office speech - his first as president - will be followed by his visit Thursday to the southern border to highlight his demand for a barrier.

Acting White House Chief of Staff Mick Mulvaney told CNN he had "no idea" which past presidents told Trump they supported the wall.

"I am pleased to inform you that I will Address the Nation on the Humanitarian and National Security crisis on our Southern Border", he said.

Trump announced his plan for the 9 p.m. ET Tuesday address via Twitter.

A Congressional delegation of Democrats touring a Border Patrol facility in New Mexico on Monday warned President Donald Trump against circumventing Congress and diverting already appropriated money toward building a wall on the U.S. -Mexico border.

This fact is clearly not lost on congressional Democrats, who, according to The Hill, are demanding networks give them time to respond to the president's speech.

Earlier Monday, White House press secretary Sarah Sanders announced that Trump will travel to the USA border with Mexico on Thursday.

"He has fatally compromised his ability to defend this", said Robert Bauer, White House counsel under President Barack Obama, to the Washington Post. Talks to fund the government have broken down over that point, leaving several government agencies shuttered and some 800,000 government workers furloughed or working without pay.

"We are making this as painless as possible, consistent with the law", he said. Susan Collins, R-Maine, who said Senate Majority Leader Mitch McConnell should take up funding bills from the Democrat-led House. He says Trump doesn't have that authority and doing that "certainly could" be an abuse of power.

Trump is insisting on $5.7 billion for a wall, which he said this weekend can be built out of steel, not concrete.

Trump asserted that he could relate to the plight of the hundreds of thousands of federal workers who aren't getting paid, though he acknowledged they will have to "make adjustments" to deal with the shutdown shortfall. In the meantime, the federal government remains closed, as he refused to accept a budget with less than $5.7 billion for construction of the wall.

The Democratic leaders called for Trump and Republicans to help re-open the government before a debate on funding Trump's wall - not after.
