House votes to end shutdown despite White House veto threat

US Democrats swept back to power Thursday in the House of Representatives with veteran Nancy Pelosi at the helm, but they came face to face with what may be a new divided government normal in Washington: legislative gridlock.

Pelosi, a Democrat, sent the letter to the Republican president hours after being elected speaker of the House as the US government was in the 13th day of a partial shutdown over Trump's demand for $5 billion for a border wall.

Trump has said the partial shutdown, which began December 22, will last "as long as it takes" to get the funding he wants.

"These and other excessive spending items makes the lack of adequate border funding in the combined package all the more unacceptable", the White House budget office said in a Statement of Administration Policy.

Tlaib is the first Palestinian-American woman to be elected to Congress.

The two-part Democratic package includes a bill to fund the Department of Homeland Security at current levels through February 8, providing $1.3 billion for border fencing and $300 million for other border security items including technology and cameras.

The president strode into the White House briefing room on Thursday and declared that "without a wall you can not have border security".

Eight of the 11 freshman Democrats who voted against Pelosi are male and all of them are white.

A veto threat issued by the White House against the House bills read: "The Administration is committed to working with the Congress to reopen lapsed agencies, but can not accept legislation that provides unnecessary funding for wasteful programs while ignoring the Nation's urgent border security needs". That cleared the way for a vote expected later in the evening on passage.
