Kim made the remarks during his New Year's speech broadcast by the country's state television, also urging the U.S.to take corresponding measures in exchange for denuclearization steps the communist nation has taken so far.

"I'll endeavor towards a result that will be welcomed by the global community", Kim said of the potential second meeting between the two leaders.

"However, if the United States continues to break its promises and misjudges our patience by unilaterally demanding certain things and pushes ahead with sanctions and pressure against our republic, then we may have to seek another way to protect our country's sovereignty and interest and establish peace and stability on the Korean Peninsula", he added.

It was in last year's New Year's message that Mr Kim announced North Korea would take part in the Winter Olympics hosted by the South, which led to a thaw in relations. He said he was willing to resume joint projects with the South, including reopening the Kaesong industrial park and Mount Kumgang resort, without conditions.

The unification ministry also said that the North's leader renewed his commitment to working toward complete denuclearization and lasting peace on the Korean Peninsula and expanding inter-Korean relations.

Kim has warned Washington not to test North Koreans' patience with sanctions and pressure.

This year's speech drew intense attention, coming as U.S.

Much of Kim's speech Tuesday focussed on North Korea's moribund economy, saying that improving people's lives was his top priority and tackling energy shortages was an urgent task.

Trump has been considering a second summit with Kim to speed up the stalling denuclearization.

But North Korea for decades has been pushing a concept of denuclearization that bears no resemblance to the American definition, with Pyongyang vowing to pursue nuclear development until the United States removes its troops and the nuclear umbrella defending South Korea and Japan.

The North Korean leader is also indirectly demanding his neighbors to the South push the U.S. and U.N Security Council harder to lift sanctions in exchange for the two countries to resume inter-Korean cooperative projects, Cheong said.

Mr Kim congratulated himself on his diplomatic activities during 2018, including meetings with South Korean president Moon Jae-in and Chinese president Xi Jinping.

The hardening stalemate has fueled doubts on whether Kim will ever voluntarily relinquish the nuclear weapons and missiles he may see as his strongest guarantee of survival.

"The government will continue to advance reconciliation and cooperation between the two Koreas to the point that it can not be dialed back, while at the same time working closely with the worldwide community and doing the best to realize complete denuclearization and establish a solid peace regime on the Korean Peninsula", the unification ministry said in a statement.

Although Pyongyang did not conduct nuclear or missile tests a year ago, satellite images have pointed to continued activity at the North's related facilities.

The two Koreas technically remain at war because the conflict ended in a truce - signed by North Korea, the United States and China - not a peace treaty. There are views that North Korea wants a quick second summit because it thinks it can win major concessions from Trump that they probably couldn't from lower level USA officials, who are more adamant about the North committing to inspections and verification. North Korea spent 2018 trying versions of the stonewalling tactics and tricks it has used successfully against previous USA administrations, including supposedly historic concessions that actually did little to reduce its research capabilities or could be easily reversed.
