President Donald Trump said he will change federal law to remove citizenship for babies born inside the United States to non-U.S. citizens. Ryan told Lexington, Kentucky's WLAK-AM, "As a conservative, I'm a believer in following the plain text of the Constitution, and I think in this case, the 14th Amendment is pretty clear". Trump, seeking to energise his supporters and help Republicans keep control of Congress, has stoked anxiety about a caravan of Central American migrants making its way to the US-Mexico border.

The U.S.is not the only country granting birthright citizenship.

But the Supreme Court of the United States has never ruled on whether or not the language of the 14th Amendment, subject to the jurisdiction thereof, applies specifically to people who are in the country illegally.

But he kept similar positions for years after the speech, writing in a 1994 op-ed, for instance, that the United States was like a dinner table "becoming overcrowded" and that changes would have to be made to prevent the table from collapsing.

Mr. Trump said that the effort to end this practice was in the process.
