Brisbane-based outdoor operator, Goa, has dived into the controversial debate over Racing NSW's upcoming use of the Opera House as a billboard.

In a letter to the premier on Tuesday, the NSW Heritage Council said it was extremely disappointed with the government's decision and described the projection as "inappropriate".

Conservation director Graham Quint on Monday said the legal exemptions allowing projection onto the sails made clear they must be "non-commercial occasions of brief duration". I think because they'd assume all of the rough and tough people go to the horse racing.
