Over half a million homes and businesses were without power by mid morning in North and SC and utility companies said millions were expected to lose power and restoration efforts could take weeks.

"This rainfall will produce catastrophic flash flooding and prolonged significant river flooding", the National Hurricane Center briefing said. The agency adds that people trapped by flooding should "never enter attics or crawl spaces". Its winds were down to 45 miles per hour (75 kph).

The drama was unfolding in the riverfront town of New Bern, which was hit by a huge storm surge as the sprawling Category 1 hurricane came close to making landfall.

There were no immediate reports of storm-related deaths or serious injuries, but authorities said more than 100 people were rescued further north in New Bern, where the downtown area of the city of 30,000 people was under water. Rainfall of up to 20 to 40 inches could fall over the next five days in some areas, forecasters say. Mason said the two victims, who were not identified, died before they could be freed.
